It has been seven years since the State of California submitted a Perkins State Plan. Since then, the need for a comprehensive statewide career technical education (CTE) system has continued to grow in response to the state's changing workforce needs and the globalization of the world's economy.

California is required by the federal government to submit a state plan in order to gain eligibility for federal funding under the Carl D. Perkins Career and Technical Education Act of 2006. This plan is intended to provide a vision for CTE that is larger than the programs supported by Carl D. Perkins funds, and will serve as an important foundation for the eventual development of a more comprehensive statewide CTE plan, one that would strategically link Perkins-funded programs to other CTE efforts.

Planning began before the reauthorization of the Carl D. Perkins Career and Technical Education Act of 2006 with a statewide assessment of California's CTE system, completed in December 2006.

The next stage of formal input began in January 2007 with the creation of a CTE Resource Group, made up of a broad-based group of representative stakeholders identified by the CDE and CCCCO. Over the course of three two-day meetings conducted in February, March and May 2007, the resource group provided structured input on the development of the state plan and created a shared and comprehensive vision of a statewide CTE system.

Following the resource group meetings, members received summaries of their work and were given opportunities to make revisions. Recommendations from the resource group were conveyed to the Joint Advisory Committee for Career Technical Education (JACCTE), which is comprised of equal members of the State Board of Education and the Community College Board of Governors. The JACCTE serves as the joint policy body that makes recommendations to the two boards regarding all aspects of coordinated delivery of CTE in the state. Approved JACCTE recommendations are incorporated into the plan.

Public input on the plan was elicited through four onsite public hearings held on September 7, 14, 17, and 24, 2007. In the weeks following the hearings, staff conducted a final review and synthesis of the input and considered all recommendations for incorporation into the plan. The JACCTE and the CDE/CCCCO project team reviewed several drafts of the state plan between mid-October 2007 through the end of 2007. Based on recommendations by the JACCTE, a revised CTE State Plan was presented in January 2008 to the SBE and BOG for input. Revisions were made as necessary and a final draft was produced in April 2008. The U.S. Department of Education approved the 2008-12 California State Plan for CTE on July 1, 2008.

Joint Advisory Committee for Career Technical Education

The Joint Advisory Committee on Career Technical Education (JACCTE) assures shared planning and coordination of CTE in California and provides a forum for the discussion of policies and procedures related to the Perkins funds. The committee consists of three members of the State Board of Education (SBE) and three members of the Board of Governors (BOG) appointed by their respective board presidents. The committee's chair and vice-chair assignments rotate each year between SBE and BOG members.
